英文摘要 | The shortage and low quality of teachers give a challenge to UPE in Sub-Saharan. Therefore, UNESCO proposed the Teacher Training Initiative for Sub-Saharan Africa (TTISSA) for primary education, which lasts ten years. The plan aims at improving teachers' status and working conditions, reforming the system of teacher management, developing proper teacher policy and promoting teacher professional development as well. However, the plan is facing a lot of challenges such as fund shortage, low-efficiency of management, low-degree localization of teacher policy, and lack of fund of teacher education. |
