从国际比较视角看汉语国际推广拨款机制

The Financial Mechanism of Chinese Language International Promotion from the Perspective of International Comparison

目前世界上各主要的语言推广机构的资金来源构成与母语语种的国际传播地位相对应，呈现出一定的阶梯层次，强势语言的推广机构可获得较高比例的自营收入，而弱势语言的推广机构则主要来自政府财政拨款。汉语国际推广拨款机制可以借鉴各国政府对语言推广机构及其它教育文化类非营利组织的经验，综合采用交付拨款、分配拨款和协议拨款三种财政拨款方式。

Nowadays， the source and composition of fund for the main language promotion institutes differ in a pedigree according to the language international promotion status: the institutes for the strong language promotion could have the larger proportion of the profit and donation， but the institutes for the weak one reliant on the revenues from the domestic government. Further there are three mechanisms of fiscal funds from governments to language promotion institutes and other NGOs in education and culture industry: the distributed finance， the protocol finance and the consigned finance.
