The core and destination of the value orientation of international primary education policy is to promote the harmonious development between the structure of primary education and the whole educational system， between people， society and children. More specifically， these value orientation prioritize educational development and input， attempting to reach balance between educational opportunity and allocation of resources， democratic educational administration and system and the humanity orientation in education， as well as exploring the theory and practice of harmonious education in China.
