The government converts the period of distance learners into that of full─time learners， and provides funds for distance learners. Except for the expense of management， the two kinds of learners pay the same outlay. Because learners are in the same university， and the requirements of instruction and economic support are approximately same， distance education in Australia could develop steadily.
