An Analysis of the New Round of Reform on Higher Educational Institutions

对新一轮大学院校或高等教育改革，本文提出和讨论的问题包括：应该首先回顾或反思我们既往的改革和发展实践，充分利用和开发我们的高等教育研究成果，在现代大学制度建设和大学理想、目标、使命、功能等方面寻求相啮合的结构和机制，以及在教育实践中坚持德育为先的原则思路等。

This paper suggests that the new round of reform on higher educational institutions should first of all look back on our previous practice and experience in this realm. We also should make the best use of and exploit our research achievements on higher education， and try to seek for some harmonious structure and mechanism on such aspects as institutional construction of modern universities as well as their idealities， goals， missions and functions. In addition， we should persist in the principles of all-around development and moral education first.
