| 中文摘要 | 本研究旨在深入探討居家托育服務中心(簡稱居托中心)在當前托育體系中所展現服務效能的「能」及其面臨的挑戰的「難」。居托中心在政府委託下,扮演著聯結政策、托育人員與家長的重要橋樑,其職責涵蓋托育服務登記、管理、媒合、輔導、監督、檢查及爭議調解,以保障嬰幼兒福祉並提升托育品質。然而,訪視督導人員在執行任務時,亦面臨工作負荷、專業知能與工作環境等多重壓力。本研究透過居托中心服務概況、量能、功能與體系的闡述,以實地觀察與相關案例,探析其在管理、輔導、監督及建立互信溝通上的能力與困境,最後提出優化互動生態之可行方向。 |
| 英文摘要 | This study provides an in-depth exploration of the service efficacy (''neng'') and challenges (''nan'') faced by Family Childcare Service Agencies (FCSA) within the current childcare system. Entrusted by the government, FCSA serve as a vital link connecting policy, family childcare providers, and parents. _eir responsibilities include the registration, management, matching, guidance, supervision, inspection, and dispute resolution of childcare services, all aimed at ensuring the well-being of children and enhancing the quality of care. However, family childcare services supervisors face significant pressures, including heavy workloads, professional knowledge deficits, and challenging work environments. Through an analysis of FCSAs' service overview, capacity, functions, and systemic framework, this study—utilizing _eld observations and case studies—deconstructs their capabilities and dilemmas in management, guidance, supervision, and building trust-based communication. Finally, this research proposes practical strategies for optimizing the interactive ecosystem of these agencies. |
