英文摘要 | This article examines corruption in higher education systems and notes its prevalence in Central Asia and Eastern Europe. Methods of corruption involve bribes by school administrators for accreditation, procurement, admission, and transcripts, as well as bribes by teachers and students related to grades, exams, and books. Increases in corruption are due to the decentralization of decision making and general inexperience in universities. The article uses surveys of students across six Central Asian and Eastern European countries to illustrate the corruption that is more prevalent there than in North American and Western Europe. The article also discusses efforts to curb corruption, statistics from the surveys, and what corruption costs the countries it occurs in. |
