强制性制度变迁的困境─对中国大学治理结构低效率的制度解读

Scrape for Compulsion of Institutional Transitions─An Analysis of the Low Efficiency of University Governance in China

在长期的强制性制度变迁下中国大学治理结构开始走向低效率困境，这成为中国高等教育事业发展的一个重要制约瓶颈，本文运用新制度经济学的制度变迁理论，进一步分析了强制性制度变迁困境的原因所在，并提出应该调整制度变迁方式，由强制性制度变迁向强制性与诱致性制度变迁相结合的转变，实现重塑大学治理结构的目标，与此同时，还对制度变迁过程中政府的重要性及作用领域做了重新认识和界定。

After implementing a long-term compulsion of institutional transitions， governance structure of Chinese universities has been falling into difficulties due to low efficiency， which is considered to be a serious bottleneck in the development of Chinese higher education. The article analyzes the reasons why the compulsion of new institution would cause difficulties. And then it suggests that compulsion of institutional transitions should be replaced by a combination of compulsion and encouragement of institutional transitions so as to achieve the goal of rebuilding university governance structure. At the same time， the role of government during the process of institutional transitions is recognized and redefined in the article.
