日本大学评价政策的行程过程

The Formation of Policy of Higher Education Accreditation in Japan

2002年修改后的日本《学校教育法》不仅确立了大学的第三方评价制度，而且对现行日本大学制度的改革做了新的规定。这些政策性的变化对日本高等教育产生了重大影响。为了更清晰地理解日本目前的大学评价政策，本文对《学校教育法》修正案通过之前的大学评价政策形成过程进行了回顾与思考。

The School Education Law of Japan was successfully revised in 2002. The revised law not only introduces the continual third party evaluation system into the higher education institutions but also provides more flexibility for the reorganization of faculties and departments of the universities. In order to understand the current higher education accreditation in Japan well， it is useful to know about the process of lawmaking and the formation of the policy. The paper illustrates the suggestions of the University Council， the report published by the Central Council for Education of the Japan government， the regulations about the third party evaluation system in the revision of the School Education Law and the discussion details in the Congress as well.
