After an important round of university combination， how to promote the scientific and technological innovation ability has become the most important issue that attracts the attention of both scientific and educational communities. Through analyzing the organization and function of university in our country， the paper pointes out the significance of establishing research institutes in research oriented universities and also provides a suggestion for its administration.
