中国高等教育体制改革若干问题的宏观思考

Proposal Concerning the Reform of Higher Education System of Our Country

由于高等教育体制改革与国家、社会、家庭、个人有着密切的联系，引导着基础教育改革的方向，牵一发而动全身，是我国整体教育体制改革成败的关键和”牛鼻子”，因此，改革不能缺乏理性，感情用事，急功冒进，必须是一个集考试录取、招生、收费、贷款还贷、就业与评估等制度改革的系统工程，必须与基础教育改革统筹兼顾、协调进行。

Higher education is closely related with the state， the society， families and the individual， and leads the direction of elementary education reform—a slight move in one part may affect the situation as a whole， and it is the key， namely the “ox-nose”， to the success of the whole education system reform of our country. Therefore the higher education system reform mustn’t be irrational and eager for quick success. It should be a systematic project of institutional reform including admission， enrolment， school tuition， loan lending and repayment， employment and as well as evaluation， and it must be in accordance with the reform of elementary education with due consideration for all concerned.
