中国科技成果评审制度研究

The Chinese Examination and Appraisal System for the Scientech Achievements

中国科技成果评审制度产生于计划经济时代，显然已不适应现在市场经济的要求。本文分别对不同的评审形式进行了介绍并对存在问题作了分析。最后提出了对科技成果评审制度的若干改革建议：从根本上抑制对评审的需求；逐步直至最终取消评审；配套构建我国新的有效率的评价体系；对于保留的极少量的评审，主要是评奖中的评审要对其进行科学的改良。

This paper describes briefly the components of the Chinese examination and appraisal system for the scientech achievements， introduces and analyzes respectively the different appraisal forms and existing problems， and finally discusses the reforming suggestions for the examination and appraisal system， including: taking a drastic measure to restrain radically the needs for the examination and appraisal; generally and then finally abrogate the examination and appraisal; outfitting the new and effective evaluation system; reforming scientifically a few reserved appraisal， especially the critical examination for awards.
