Higher educational service market has evolved gradually from regional separating market to global market. As a developing country with foreign education service trade deficit， China must change the notion of education service， amend the related law and regulation， especially the policy of foreign student tuition and fee to improve the educational quality of universities， develop international educational market and make profits from trade in educational services.
