Initiating High - tech Industries：The Important Alternative of Innovation and Development for Universities

本文首先提出了高校职能创新是高等教育发展重要基础的观点，并通过德、美两国高等教育发展的客观实进行了相应的论证；其次，通过分析兴办高新技术产业之举与高校职能扩展的相互关系，讨论了高校兴办高新技术产业是否有利于高等教育实现新的发展的问题；最后，本文指出：中国高校继续兴办高校高新技术产业存在巨大发展空间，倘若对此进一歩规范与创新，可望促进中国高等教育实现新一轮的发展。

This paper firstly points out that function innovation is the important foundation for university development， which is testified by the examples of Germany and America. Then， the author discusses the problem of whether or not the development of high─tech industries are good for university development by analyzing the relationship between high─tech industry initiation and the function expansion of universities. Finally， the article draws the conclusion that there is large space for the development of high─tech industries in universities， and if we further et criteria for and make innovations to high─tech industries of universities， China’s higher education will undoubtedly realize its new round of big development.
