Carry out the Scientific Concept of Development，and Construct New Ideas of Running Higher Normal Schools

进入21世纪以来，我国高师院校改革方兴未艾。而落实科学发展观，则是当前我国高师院校普遍面临的重大课题之一。要落实科学发展观，高师院校必须转变到以人为本、突现特色、重视学术、服务社会和开放交往的办学理念上来，并为此在转变观念、合理定位、学科建设、内部管理等方面应作出明智的策略选择。

Nowadays how to carry out the scientific concept of development is one of the important issues that higher normal schools widely face in our country. Since the entry into the 21st century， the reform on teachers' colleges is in the ascendant. At present， higher teachers' colleges must turn to ideas of running school such as adhering to the principle of people first， highlighting features， attaching importance to academic studies， serving society， and opening to the outside world. Therefore， they should make wise strategic choices in their transformation of conventional ideas， rational orientation， disciplinary construction， and internal administration.
