政府管制公办高中择校费的目标悖论

Paradox of Goals of Government's Regulating Public High School Selection Fees

教育政策承载着多重的价值和目标，而不同的政策目标往往在同一个政策中是相互冲突的，并不能同时得到实现，这就存在政策的目标悖论。在政府治理教育乱收费和管制公办高中择校费的政策脉络中，凸显出政府管制的四个目标，即减轻家长经济负担、促进教育公平、提高教育质量和增加学校收入，然而这几个目标之间是存在悖论的，四个目标不可能同时实现。在政府为学校这一利益集团所俘获的情况下，唯一能够得到实现的只有增加学校收入这个目标。

Educational policy is value-laden and embedded in different goals， whereas these goals are often incompatible in a policy and cannot be achieved simultaneously. This is the paradox of policy goals. This paper reviewed the policy context of the government's regulating unauthorized collection of fees by educational institutions and public high school selection fees， and concluded there are four policy goals for government regulation， that is， reducing parents' financial burden， promoting education justice， improving the quality of education， and increasing schools' income. However， there is paradox between the four goals， which cannot be achieved at the same time. In the condition that the government is swayed by schools as an interest group， the only goal that can be achieved is the increasing of school income.
