中文摘要 | 早在烏俄戰爭爆發前,難民危機已對許多國家造成政治、經濟等方面的衝擊,而各國所收置的難民將如何融入當地社會文化中,亦是極需關注與解決的問題。教育一向被視為融合政策的重要一環,因此本研究聚焦於難民教育融合策略之探究,且以在歐洲難民危機中扮演重要角色且身為全球五大接收難民國之一的德國作為研究對象。鑒於德國目前就讀大學的難民學生數逐年增加,且其與就業市場有直接關係,因此本研究透過文獻分析法,蒐集德國政府政策與相關研究,探究德國在高等教育階段的因應行動與作為,藉以得出德國策略模式,希冀其模式與經驗能提供臺灣未來擬定相關策略時之參考。 |
英文摘要 | Already before the outbreak of the war in Ukraine, rising refugee numbers had caused political and economic impacts, and the integration of the refugees into the local society and culture was an issue of great concern in many countries. Given that education is considered an important part of integration policies this study focuses on the integration strategies in refugee education and takes Germany as the target as the country plays an important role in the European refugee crisis and represents one of the top five refugee receiving countries in the world. In view of the increasing numbers of refugee students attending universities in Germany over the years and its implications for the job market, this study assesses German government policies through literature analysis and elaborates on the implications to the higher education sector. From the study of Germany´s approach, there are lessons to learn for Taiwan in formulating related strategies in the future. |
