歐盟學習型城市的發展及其對台灣的啟示

The Development of Learning Cities in European Union and Its Implications for Taiwan

學習型城市的建構，自1990年代中期即持續受到歐盟的高度重視，並先後展開了一系列學習型城市的推動策略，俾以促使歐洲成為學習社會。然而，我國學習型城市的實務發展，迄今則仍乏積極的政策行動。有鑑於學習型城市的理論與實務探究，在國內仍亟待加以進行，本研究旨在探究歐盟學習型城市的發展及其對台灣的啟示，希冀透過歐盟學習型城市的發展分析與探究，深入瞭解歐盟學習型城市的發展內涵與特色，進而對我國今後學習型城市的發展，提出具體可行之建議，以發揮他山之石，可以攻錯之效。本研究之各項目的如下：一、分析學習型城市的概念與發展脈絡；二、探究歐盟學習型城市的發展內涵；三、剖析歐盟學習型城市的發展特色；以及四、提出歐盟發展學習型城市對台灣的啟示。為有效達成上述各項研究目的與問題，本研究採用文獻分析與文件分析法，文獻分析係先針對學習型城市的概念、特徵與發展脈絡進行探討，文件分析法則係專對歐盟推展學習型城市的相關政策文件進行分析，分析的內容主要涉及歐盟學習型城市的發展內涵以及特色等層面。透過文獻分析與文件分析法所獲致之成果整合，進而提出對我國未來發展學習型城市之啟示。

Since the mid-1990s， European Union has paid much attention to the development of learning cities， and has launched a series of plans to promote learning cities in order to develop a learning society in Europe. Taiwan， on the other hand， has had very little knowledge about what learning cities are. This study aims to investigate the development of learning cities in European Union and its implications for Taiwan. The purposes of the study include: 1. analyzing the concepts and development of learning cities; 2. investigating the development of learning cities in European Union; 3. dissecting the characteristics of the development of learning cities in European Union; and 4. presenting the implications of the development of learning cities in European Union for the development of learning cities in Taiwan. To achieve the above-mentioned research purposes， a literature review and a documentary analysis were used. The literature review focused on the concepts and the development of learning cities; the documentary analysis examined the documents related to the policies on the development of learning cities in European Union， with a special focus on its content and characteristics. The paper ends with some recommendations for the development of learning cities in Taiwan.
