歐洲高等教育區高等教育品質保證機制之探討

A Study on the Quality Assurance in the European Higher Education Area

本文旨在透過文獻回顧，並以文件分析法對歐盟及歐洲高等教育區各會員國高等教育品質保證機制之形成與建置進行檢視。本文共分為六小節，首先，在第一小節前言中試析高等教育品質保證相關概念之內涵；第二小節簡要說明歐盟與歐洲高等教育區的緣起、發展與現況；第三小節摘述歐盟重要會議決議與政策宣言；第四小節分析歐盟建構高等教育品質保證機制之重要政策或行動方案；在第五小節說明歐盟及歐洲高等教育區各會員國建構的高等教育品質保證機制後，即進行簡要的歸納結語。

This paper mainly， by adopting the methods of document analysis and literature review， aims to explore quality assurance in the European Union (EU) and the European Higher Education Area (EHEA). This paper is divided into six sections. The first section starts with the analysis of the concepts related to the quality assurance of higher education. The second section summarises the formation， historical development， and current situation of the EU and the European Higher Education Area. Then the focus of this paper shifts to the analysis of policies or treaties concerning quality assurance in the EU and the EHEA. The fourth section explores the main policies and actions taken in the EU. Then， after summarising strategies or types of quality assurance in European higher education in the fifth section， major conclusions related is drawn in the final section.
