现行户籍制度下上海非户籍人口子女教育问题探讨--教育公平普惠的视角

Education for Children outside the Household Restriction System：An Educational Equity Perspective

中国经过30年的改革开放，经济社会快速发展，城市化进程加快，人口急剧向城市特别是大城市流动，客观上导致非户籍常住人口子女教育问题日益突出。上海市作为外来非户籍常住人口最多的特大城市之一，解决非户籍人口子女教育问题，已成为保障非户籍人口教育公平，促进城市健康和谐发展的迫切需要。本文分析了上海非户籍人口子女教育的现状，面临的主要问题和困难，并提出了下一步上海逐步解决非户籍人口子女教育问题的相应对策。

China has being witnessed the drastically socio-economic development and urbanization since the 30-years’ opening-up. Mobilization from rural areas to urban cities especially metropolises has caused the education for non-household school children as an increasingly concerned issue. Shanghai ranks as one of the biggest cities with non-household population. Therefore it urgently needs to bring non-household school children into education and keep the educational equity of their access to schooling. This paper analyzes the status quo of education for non-household children， the key problems and predicament. Meanwhile it puts forward the strategies to solve these above problems gradually.
