中文摘要 | 本文從教育行政的方向著眼,透過教育單位負責外籍配偶生活適應與學習,以及其子女就讀適應方案規劃與推動的教育局承辦人員,與在第一線執行的學校校長進行訪談,就他們多年承辦該些業務的經驗、心得與感想,除了藉以了解高雄市目前推動該些教育方案的現況、問題與瓶頸,以及外配與其子女學習上的成效,透過研究的發現,提出因應之道與建議,希望對政府未來在推動計劃與執行上,俾所助益;也期經由對研究發現的分析,破除長期以來各界對外配與其子女生活適應與學習不利的迷失,並能有所省思與新觀點。本文採用訪談研究法,主要以研究高雄市推動外配生活適應、識字與子女學習輔導的現況與成效為主,訪問對象以高雄市政府教育局的主管科承辦相關人員為主,並訪問第一線執行的國中小學校長。包括訪問教育局人員五人,含三位股長與二位承辦員,以及國中小學校長三人,共計八人。本研究先進行外配及其子女生活適應與學習成就的相關文獻探討,繼而統整高雄市政府教育局與民政局在推動外配與其子女生活適應與學習課程的現況介紹。最後,則就訪談結果,進行問題與困境的分析,並提出結論與建議。 |
英文摘要 | For foreign spouses and children of Taiwanese, the ability to adapt to living in Taiwan and the learning performance they exhibit have long been of interest to the Bureau of Education of Kaohsiung City. Many programs have been designed, or modified over the years. From an education administration aspect, in order to provide more help in planning and promoting higher quality projects and programs, it is necessary to be able to identify, understand, and successfully improve from the current status quo, its difficulties, and misunderstandings about the disadvantages these people encounter.In order to best address the present situation and provide an accurate conclusion and positive recommendations, the following research is undertaken: A comprehensive study of the literature surrounding, the living adaptation and learning performance of foreign spouses and their children is first performed. This is followed by an accurate assessment of the current status quo of adaptation and learning programs, as set by the Bureau of Education and the Bureau of Civil Services. This includes interviews with principals and personnel who are in charge of living adaptations and learning performance of foreign spouses with regards to the planning and promoting of school adaptation programs.Interview targets include three section chiefs and additional two personnel in charge of related business in the Bureau of Education of Kaohsiung City, and three principals each from both primary and junior high schools.Last, from the results of the interviews and available data, problems and difficulties are identified and analyzed, and conclusions and recommendations are provided. By gaining a better understanding and insight into the experiences and feelings of all the people involved in this research, better recommendations can be provided for helping future project planning and execution. It is further hoped to eliminate any misunderstanding about the disadvantages now faced, and gain new thoughts and reflections in this area. |
