A Study on Establishing the Quality Assurance Mechanism of “Teaching and Learning as the Core” in Elementary and Secondary Schools
In order to ensure the quality of education, higher education has implemented education quality assurance for some time. In recent years, it has gradually paid attention to “student outcome-based” quality assurance. Over the years, primary and secondary schools in Taiwan have also adopted the method of school affairs evaluation to understand the performance and improve deficiencies of schools. However, educational authority based on school administration reductions has cancelled school affairs evaluation. Therefore, it need focus on the following topics: how to improve and strengthen the quality of primary and secondary education in the future, and what kind of appropriate quality assurance method is adopted. This article aims to explore the connotation and implementation of the educational quality assurance mechanism of “teaching and learning as the core” in primary and secondary schools by using literature review. First, it explains the necessity and importance of the educational quality assurance mechanism of “teaching and learning as the core” in primary and secondary schools. Secondly, it examines the meaning and purpose of education quality assurance, and then analyzes the connotation of the education quality assurance mechanism of “teaching and learning as the core” in primary and secondary schools. The quality assurance mechanism of “teaching and learning as the core” includes curriculum design, teaching implementation and student learning, and student learning as the main axis; as for operation modes including internal quality assurance and external quality assurance, the implementation of internal quality assurance serves as the based on external quality assurance. Finally, it proposes seven practical strategies to the quality assurance mechanism of “teaching and learning as the core” in elementary and secondary schools, including setting specifications for teaching and learning quality assurance and providing the legal basis for implementing quality assurance.
