中文摘要 | 政策工具是政策目標和政策結果之間的橋梁,選擇適當的政策工具對政策實施具有關鍵的影響作用。本研究從政策工具的角度切入,探討中小學教師評鑑政策執行的樣貌,據以提出相關建議,以作為教師評鑑治理之參考。根據政策文本分析發現,中小學教師評鑑政策工具呈現多樣化的特徵,使用了法令強制、因勢利導、能力培植、系統變革、勸告說服等五個類型的政策工具,初步構成一個政策治理的雛形。然而,中小學教師評鑑政策工具的使用卻欠缺系統整合與永續發展。隨著政策轉變成另一種教師專業發展實踐方案的支持系統,教師評鑑政策的治理效果亦有待進一步檢視與評估,期能達到善治之境界。 |
英文摘要 | Policy instruments serve as a bridge between policy goals and policy results, and the selection of appropriate policy instruments has a critical impact on the policy implementation. The purpose of this study is to analyze the policy instruments for teacher evaluation in the elementary and secondary schools. Research results showed there are many different strategies and identifies five types of policy instruments in the implementation of teacher evaluation policy. These five generic classes of policy instruments include mandates, inducements, capacity-building, system change and persuasion. It seems to constitute a prototype of policy governance. However, the use of teacher evaluation policy instruments lacks system integration and sustainable development. As the policy is transformed into another practice program for teacher professional development, the governance effect of teacher evaluation policy needs to be further examined and strengthened. Based on these results, policy implications for the good governance of teacher evaluation are proposed. |
