The Instructional Leadership of Headteacher: Take the Result from England in TALIS 2013 for Example
校長可說是一個學校的靈魂。即使是在學校中的教與學，也不能忽略校長的角色。本文是從校長的教學領導的角度來解讀TALIS 2013的調查結果，並以英格蘭為例。英格蘭的調查結果，分別是校長的任用資格較高、校內事務的決定必須與他人共享、採分散式領導程度較高的學校表現較好、校長工作型態的時間分配與其他國家類似、指出影響校長發揮效能的因素、校長的工作滿意度很高。在TALIS 2013的總結報告中，對於校長的教學領導提出四項建議，分別是強化校長的儲訓、專業發展、多採用分散式領導和強化教學領導。本文的三個研究結果是：一、增進校長的領導能力，並充實教學領導效能。二、對於分散式領導的商榷。三、校長要觀課，但不一定要公開授課。
Headteacher is the soul of a school. When investigating the condition of teaching and learning, the role of headteacher cannot be neglected. The article is an explanation of the outcome of TALIS 2013 with the example of England from the view of instructional leadership of headteacher. There are seven outcomes from the survey, which are the qualification for a headteacher is high, the co-responsibility of decision-making, the higher distributive leadership, the better for school performance, the schedule of headteacher of England in school is similar with other countries, and the barrier factors for the effective of headteacher have been pointed out, the satisfaction of headteacher from their job is high. There are four suggestions from TALIS 2013, strengthening the preparation for candidate headteacher, good professional development for headteachers, distributed leadership is recommended, and enhancing headteachers’ instructional leadership. The finding of this research are: 1. Strengthening the leadership of headteachers and their instructional leadership. 2. Some doubts on the promotion of distributed leadership. 3. Headteachers should observe teachers’ classroom teaching, but not necessarily to do model teaching by themselves.
