跨國學術資本主義與新南向人才培育政策

Transnational Academic Capitalism and New Southbound Talent Development Program in Taiwan

本文旨在探究跨國學術資本主義與新南向人才培育政策之關係，故將從學術資本主義之理框架分析政府、高等教育機構、臺資企業在新南向人才培育政策之角色，及其意識型態。本文首先回顧學術資本主義之概念與類型化；再者，從臺灣高等教育民主化與市場化的歷程出發，分析臺灣高等教育的發展如何從黨國學術資本主義轉向跨國資本主義；其次，探究「新南向人才培育計畫」與新南向政策立法院質詢稿分析政策之意識型態形構；最後，從學術資本主義的理論觀點重新詮釋新南向人才培育計畫如何啟動跨國學術資本主義之運作機制，並爬梳「跨國資產階級」與「跨國學術勞動者」在新南向人才培育政策脈絡中之生產關係，以及反思跨國知識商品的生產邏輯。

This article aims to investigate the relations between transnational academic capitalism and The New Southbound Talent Development Program in Taiwan. On the basis of the theoretical framework of academic capitalism, we critically analyze the role of government authorities, higher education institutions and Taiwan-funded Enterprises in the New Southbound Talent Development Program and its accompanying political ideology. This article first reviews the conceptualization and typology of academic capitalism. Moreover, from the process of democratization and marketization in Taiwan’s higher education, we elaborate on how the development of Taiwan’s higher education has transformed from party-state academic capitalism to transnational academic capitalism. Likewise, the New Southbound Policy and the interpellation document of Education and Culture Committee in Legislative Yuan are also used to analyze the construction of ideology, embracing the dimension of Market, Pipeline and Platform. Finally, based upon the perspective of academic capitalism, we reinterpret how the New Southbound Talent Development Program has initiated the operating mechanism of transnational academic capitalism and then represented production relations between “transnational bourgeoisie” and the “transnational academic labors” in the context of Talent Development Program. Accordingly, the production logic of transnational intellectual commodities is also being combed.
