中文摘要 | 本文旨在析論迎接高齡社會應有的終身教育政策思維,內容分成六部分:一、人口高齡化是全球趨勢。二、高齡社會帶來的挑戰,包括:平均壽命及退休生活延長,多元學習需求亟待滿足;高齡人口持續增加,學習參與率有待提升;年齡歧視仍屬普遍,世代融合社會仍須努力;普及終身學習機構,高齡教育人員專業尚待建立,共四項。三、從相關法令依據、政策白皮書及方案,分項敘述我國高齡教育政策的發展。四、闡明包含建構在地老化學習體系,普設「樂齡學習中心」及村里拓點,以及訂定高齡教育中程發展計畫,逐年編列法定預算共七項,以說明高齡教育政策推動情形。五、自人員方面、機構方面、整合方面、經費方面逐項陳述未來終身教育政策的因應方向。六、為本文之結語,亦即目前人口老化的趨勢已成為全球化的共同現象,各國皆採取相關的政策與措施。臺灣迎接高齡社會的來臨,不應視高齡教育為一種消耗,或是福利服務,而應從終身學習觀點,將其視為是一種教育投資及人力資源的再開發。 |
英文摘要 | The main purpose of this article is to analyze and discuss policy thinking for lifelong education towards aged society. For this purpose, there are six sections in this article. A global trend of population aging is indicated firstly. And then four challenges facing aged society are identified. The development of aged education policies are described from the relevant laws based and policy papers and programs respectively in the third section. Fourthly, the implementation of aged education policies is explained. This is followed by future directions of lifelong education policies examined from four aspects of personnel, institution, integration, and expenditure. Finally, concluding remarks are provided in the last section of this article as a globally common phenomenon of population aging has resulted in the relevant policies adopted across countries. Aged education should be regarded as an investment in education and a re-developed human resource towards aged society in Taiwan. |
