中文摘要 | 本文檢視聯合國教科文組織的「仁川宣言─面向2030年的教育:具全納性與公平性之全民優質教育與終生學習」,介紹其理念與策略,並分析出其特點,以為參考。聯合國教科文組織等組織檢討「全民教育」方案與「永續發展目標」未能達成的目標,希冀於2015迄2030年達成更進一步的教育願景,以確保所有人民享有具全納性與公平性之優質教育,以及提升終生學習機會。其特點與核心概念包括:教育為公共財,奠基於人權的公平/公義為核心以追求含納所有群體的優質教育,全人的關注,以終生學習能力的建構為目標,保障弱勢處境者為優先,全面性的教育改革,整體性教育成效與學習成果的檢視、評鑑與反省機制,證據本位的教育改革機制,各國脈絡之尊重,各國與學習者相干性的重視,以永續發展為目標等。 |
英文摘要 | This article introduces the Incheon Declaration for Education 2030 adopted by the United Nations Educational, Scientific and Cultural Organization and other organizations, which sets out a new vision for education for the next fifteen years. Its vision is to transform lives through education, recognizing the important role of education as a main driver of development and in achieving the other proposed SDGs. This new vision is fully captured by the proposed SDG 4 “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all” and its corresponding targets. It is inspired by a humanistic vision of education and development based on human rights and dignity; social justice; inclusion; protection; cultural, linguistic and ethnic diversity; and shared responsibility and accountability. We reaffirm that education is a public good, a fundamental human right and a basis for guaranteeing the realization of Education 2030: Towards inclusive and equitable quality education and lifelong learning for all other rights. It focuses the efforts on access, equity and inclusion, quality and learning outcomes, within a lifelong learning approach. |
