我國樂齡學習中心評鑑指標建構之研究

The Construction of Evaluation Indicators for Senior Citizens Learning Centers in Taiwan

本研究的主要目的在於建構我國樂齡學習中心評鑑指標，透過對樂齡學習的理論基礎（包括社會學基礎、心理學基礎、成功老化與活躍老化及需求幅度理論）、成人學習方案規劃模式及教育部訪視輔導指標內涵探討，初步建構樂齡學習中心評鑑指標。再透過焦點團體訪談，蒐集專家學者、訪評委員、樂齡學習中心主任、學員及志工對指標建構的意見，修正成為正式指標。評鑑指標包括五個層面、21個向度及75個指標，涵蓋行政經營、課程教學、專業成長、環境資源及學員參與行銷五個層面，從中心的計畫開始到執行與評鑑，完善樂齡學習中心的經營成效。根據結果，本研究提出具體建議，作為未來政府相關政策規劃與執行以及後續研究的參考。

The main purpose of this study was to construct evaluation indicators for senior citizens’ learning centers. The initial indicators selection was done through the exploration of the senior citizens’ learning theory including sociology, psychology, successful aging, active aging, and margin theory of needs, the planning programs for adult learners, and the visiting indicators of the Education Ministry. The methodology applied by the study is mainly a focus group interview approach consisting of experts, visiting committee with directors, learners, and voluntary servants of senior citizens’ learning centers in order to gather opinions to determine the indicators. Based on the research conclusions, the evaluation indicators included five levels, 21 dimensions and 75 indicators. The five levels included administrative management, curriculum teaching, proffessional growth, resources and learners support and promoting awareness. According to the indicators, the learning center can effectively manage the senior citizens’ learning plan. Finally, this study provided the practical suggestions as the reference for the future government to plan and implement policy and for future research.
