中文摘要 | 本研究旨在分析比較臺北市和上海市推動學習型城市的策略作法。透過研究者參與這兩個城市推動學習型社區到學習型城市的親身經驗,以及相關文件分析和核心成員的深度訪談,主要研究發現如下:一、相似處:(一)均從學習型社區走向學習型城市;(二)由政府官員主導;(三)以終身學習社會為目標;(四)以辦理社區大學(學院)、建構學習網、選拔學習楷模、舉辦學習節慶和學習城市博覽會為主要工作項目;(五)與大學系所合作拓展國際交流。二、相異處:(一)發展的重點不同(臺北市強調個人興趣與嗜好;上海市強調個人晉升、愛國主義與道德教育);(二)推動的策略基礎不同(臺北市以學習型組織的理論為基礎;上海市以創新教育行政的實踐理論為基礎);(三)政策保障的條件不同(上海市有完善的立法保障和獨立經費編列;臺北市則無)。本研究並針對學習型城市後續運作發展、評鑑與研究提出相關建議。 |
英文摘要 | The study investigated and compared the strategies to build a learning city in Taipei and in Shanghai. The author engaged in the learning city building process in both Taipei and in Shanghai. Through documentation analysis and indepth interviews with significant members, the similar and different strategies were concluded. On the similarities, the major findings included: (1) Both Taipei and Shanghai developed from learning community to learning city. (2) The strategies were dominated by the government. (3) Lifelong learning society was set as a target in both city. (4) The major projects included setting up community university/college, building learning network, selection of learning model, hosting some festival activities. (5) Both city promoted international exchange in cooperation with local universities. On the differences, the major findings included: (1) The focused points in Taipei were personal interests and hobbies, which turned to personal promotion, patriotism and moral education in Shanghai. (2) The operational strategies based on the theory of learning organization in Taipei; the based theory was innovative learning organization in Shanghai. (3) In Shanghai, There existed a comprehensive legislative protection and independent funding, which was absent in Taipei. At the final, the author proposed some suggestions for future implementation, evaluation and studies of learning city. |
