中文摘要 | 為提升高等教育研究品質與國際競爭力,英國政府自1980年代中期以來每隔數年即實施一次全國性的研究評量作業,並將評量結果作為政府研究經費補助與大學排名的依據。惟英國研究評量制度並非一成不變,歷年來不斷針對外界批評進行檢討與改進,並於2014年進行有史以來最大幅度的變革,由「研究評量作業」轉型為「研究卓越架構」,引起國際關注。爰此,本研究旨在梳理英國大學研究評量制度之規劃設計架構建置之過程,並對其現況與實施結果進行分析。本研究首先從英國高等教育品質保證制度之緣起開始談起,其次回顧「研究評量作業」的引進與廢除原因,接著分析「研究卓越架構」制度之規劃及其與「研究評量作業」之差異處,以及各界對「研究卓越架構」的迴響與批評,最後則簡要摘述「研究卓越架構」對臺灣的啟示。 |
英文摘要 | Since the mid-1980s, higher education quality in the United Kingdom has been assured through teaching and research assessments conducted every 4 or 6 years. respectively. The results of these assessments have affected the funding of higher education institutions in the UK. However, the research assessment system has been reformed several times, and the newest reform, changed from the originally well-known “research assessment exercise” (RAE) to the new “research excellence framework” (REF) in 2014 has attracted the attention of the academics world-widely. This paper aims firstly to review the historical reform of the higher education quality assurance system, and then to explore the backgrounds of the replacement of the RAE by the new REF system, as well as to analyze the 2014 REF results. Next, this paper compares the similarities and differences between the RAE and REF. After summarizing the reflections and critics on the REF systems, implications of the 2014 REF to Taiwan for the future policy reform are presented in the final section of the paper. |
