异地高考制度风险分析及规避机制研究

Institutional Risk Analysis and Risk Avoidance Mechanism for the Policy that Allows Migrant Workers'Children to Take the College Entrance Examination Locally

“异地高考”问题的解决迫在眉睫，问题解决的核心要义在于完善、成熟的制度设计。由于“异地高考”问题的复杂性以及“制度”作为一个客观事物本身具有的一些基本特征导致“异地高考”制度在实施过程中难以避免地会出现“制度风险”，本文基于对“制度风险”发生机制的揭示，结合具体实践提出相应规避机制以降低“制度风险”所带来的负面效应，以此尽大程度地发挥“异地高考”制度对问题解决的效力。

It is imperative to address the issue of migrant children's College Entrance Examination taking. The key lies in the design of a mature institution. Owing to the complexity of the problem and the basic characteristics of the "institution" as an objective entity, institutional risk is unavoidable during the institution implementation. Based on an analysis of the institutional risk mechanism combined with concrete practice, this paper proposes an institutional risk avoidance mechanism, to reduce the adverse effects of the institution and to maximize its positive effects.
