高教改革背景下院校发展政策伦理目标实现研究——基于后果理论的视角

Realization on Ethics Goal of Institutional Development Policy in the Background of Higher Education Reformation——Based on consequence theory perspective

院校发展政策是院校发展的行动指南和标志性产物，其伦理目标是高等教育改革的初衷和归宿。对改革政策的梳理表明，院校发展政策伦理目标突出表现在公平与福利两个方面。本文基于后果主义的视角，指出院校发展政策目标从行动功利主义到规则功利主义再到规则后果主义的转变，将促进实践层面从院校群体进步到以院校个体可行能力发展的转变；并进一步指出了院校发展政策伦理目标实现的影响因素。
