A Review of Basic Issues of Disaster Education Research in China

灾害教育的重要性已逐渐被认同，灾害教育研究基本问题需要界定。通过对已有研究成果的梳理，包括灾害教育基本概念；重要性、必要性与可行性；目的、价值和理想形态功能；存在问题及策略；长效机制、框架体系；以及已有研究的主要研究方法和不足；以了解其发展脉络、存在问题，探寻发展趋势。旨在提高全民防灾素养、培育防灾安全文化、建设安全安心社会。

The importance of disaster education has gradually been recognized and there is the need to define the basic issues in disaster education research. The article reviews the extant research about disaster education in the aspects of basic concepts， the importance， necessity and feasibility， aim， value and ideal form and function， problems and strategies， long-effect mechanism， framework and the main methods used and their limitations in order to understand the history and current problems of disaster education and explore its future direction. By doing so， this review further aims to contribute to the improvement of citizen's disaster preventing quality， the fostering of disaster-preventing culture and the establishment of secure society.
