准确解读政策标准和目标是政策有效实施的首要前提。决定政策标准和目标可从三个方面加以把握：ー是使用政策制定者的陈述以及大量相关文件；ニ是解读专家对该政策进行的深入文献研究；三是政策实施者反馈的政策效度评价。基于三个层面解读得出如下启示：理论上，一方面需完善普通高中多样化发展的完整界定及内涵，另一方面需加强政策有效实施的研究；实践上，构建环境性与资源性支持系统和地方普通高中多元分类评估体系。
