中文摘要 | 准确解读政策标准和目标是政策有效实施的首要前提。决定政策标准和目标可从三个方面加以把握:ー是使用政策制定者的陈述以及大量相关文件;ニ是解读专家对该政策进行的深入文献研究;三是政策实施者反馈的政策效度评价。基于三个层面解读得出如下启示:理论上,一方面需完善普通高中多样化发展的完整界定及内涵,另一方面需加强政策有效实施的研究;实践上,构建环境性与资源性支持系统和地方普通高中多元分类评估体系。 |
英文摘要 | To read the standards and objectives of policy correctly is the first principle of effective policy implementation. We can read the standards and objectives of policy from three levels : first, to use the narratives of policy makers and plenty of relative documentation ;second, to read research literature from experts who has done a lot of research in this field ; third, to use feedback information about policy evaluation and effectiveness from policy implementers. Based on three levels reading of policy. The author gains theoretical and practical enlightenments. In theory, on one hand, conceptualization and connotation of diversification development of general high school completely ; on the other hand, highlighting the importance of research of policy implementation. In practice, Building environmental and resource support for diversification development of general high school and establishing classification evaluation of general high school. |
