中文摘要 | 教育品質保障最為重要的就是明確「誰來評」(評估主體)的問題。本文簡要描述了中國、印尼、馬來西亞和泰國4個亞太國家品質保障機構現狀,認為它們基本上屬於單一主體的集權評估模式,呈現單一性、強制性、矛盾性和複雜性弊端。要實現從單一主體的集權評估模式向多元主體的合作評估模式轉變,必須考慮政府、社會和學校三個層面的評估主體問題。 |
英文摘要 | The keystone of quality assurance (QA) in education is to define "who has to assess", namely, who is the assessor. This paper briefly describes the QA agencies in China, Indonesia, Malaysia and Thailand, and defines them as examples of the unitary evaluation mode. This mode suffers from such disadvantages as monopoly, compulsion, contradiction, and complexity. In order to change from a unitary evaluation mode to a cooperative evaluation mode, policy makers should pay attention to the assessor who has to function on three levels: the government, society, and HEIs. |
