The Governance of School-Bullying in Primary and Middle Schools: Japan's Experience

Japan has experienced a peak period of school-bullying. In order to effectively combat with schoolbullying， the Japanese government has taken many effective measures， the most important of which was the establishment of school-bullying prevention and control system centered around Anti-School Bullying Law. Japan's experience in the governance of school-bullying may provide references for China in the legislation and policymaking concerning school -bullying governance in the future from the following perspectives: improving the statistical work of school -bullying data; establishing specialized criminal law and judicial system; establishing comprehensive and specialized legislation system; refining the content of Anti-School Bullying Law.
