Preferential Policies in the Independent Admission Program for the Year 2015: Utilization Efficiency and Influence Factors

Extra admission quota and admission bonus are the two preferential policies in the Independent Admission Program. Data shows that in 2015， the utilization efficiency of these two policies is limited， which can be reflected by the widespread low satisfied rate of admission quota in participating universities， and the widespread low yield rate of admission preferences as well. There are three reasons for the limited utilization efficiency， including the adverse effect of Gaokao score， active withdraw behavior of the admission qualification， and restriction on the number of admitted candidates in some universities， while there is almost no connection with examinees' optimal selection of admission qualifications awarded by multiple universities. In order to enhance the benefits of the Independent Admission Program， participating universities should adopt three approaches: 1) conduct institutional study to test the adverse effect of Gaokao score as well as rethink about the admission mode; 2) learn the philosophy of enrollment management， and take actions to attract admitted candidates; 3) consider expanding the pool of admitted candidates properly.
