The Governance of Surrogate Exam-Taking since the Resumption of University Entrance Examination: Institutional Change and Realistic Enlightenment

Historical institutionalism provides an excellent perspective for research on the institutional change in the governance of surrogate exam -taking. Since the resumption of university entrance examination， the governance of surrogate exam-taking has gone through institutional change from moral restraint， administrative governance to punishment， and eventually formed a dual-track system. The breaking of path-dependence and the choice of fractured institutional change contribute to the institutional change in the governance of surrogate examtaking. Only by establishing a governance system featured with dynamic balance， multi governance and appropriate proportion of penalty， can the governance of surrogate exam-taking realize high efficiency.
