A Critical Review of the Western Theories Concerning Funding and Resource Allocation in Higher Education

With a view to learning something valuable from the Western world， and using a method of systematic literature review， we have critically reviewed relevant theories and conceptual frameworks included in the English literature published in the past 10 years. This article presents our critique on four influential theoretical frameworks， two paradigms， and three controversial issues in public debate which cover the most relevant topics concerning resource allocation in higher education， including: the relationship between university， government and market; university autonomy and accountability; political impact on resource allocation; the role of statistical operation and choice of value in resource allocation; public versus private good of higher education; relationship between academic and capital; equity and equality in higher education.
