Unit System, Bureaucracy, and School Reforms in Contemporary China

Although the unit s ystem in China has been gradually weakened since the marketization reform ， it s till has decisive influence on schooling resources allocat ion ， cadre's appointment ， per sonnel management ， and s chool autonomy. As a kind of public ins titutions under traditional unit system， schools s t ill maintain t he typical characteristics of unit system. Refection on the structure and operation of t he education bureaucracy has been one of the key topics for education r eform all over t he world ， and the Chinese education bureaucracy has its unique problems to be solved. T he obstacle fo r China's educat ion reform is the result of the interweaving of unit system and b ureaucracy. Analyzing the system plight from the perspectives of unit system and bureaucracy can help us better unde rstand the problems faced by school reform and clarify the direction of the reform.
