On Practice Confusion and Legislative Conception about Anti-campus Bullying in China
Legal system plays an important role in governing campus bullying with its authority， stability and predictability. Campus bullying behavior during new period presents some new performance characteristics， which is the common result caused by the change of social structure， lack of rule， weak and helpless school governance， change and disability of family structure as well as different characteristics of students. The practice of governing campus bullying according to laws is mainly presented in system design， judicial response， school character and social participation against school bullying， but problems of inadequate understanding of the seriousness of school bullying results， unclear subjects of responsibility for school bullying and methods for governing school bullying lacks effectiveness etc still exist. The effective governance of campus bullying needs to promote special legislation， clarify the purpose and principle against school bullying， sort out the main contents of legislation and clarify the boundary of responsibilities for subjects.
