中文摘要 | 办学条件改善是义务教育学校标准化建设的核心内容。通过对2010 - 2014 年义务教育办学条件 数据分析发现: 我国义务教育学校标准化成效显著,办学条件得到大幅改善。但义务教育学校标准化建设“内 涵化”发展任务艰巨,关键指标的城乡差距、区域差距依旧明显; 而且学校标准化建设没能适应学生流动新常 态,伴随着城镇化进程的深入,农村学校基础设施出现浪费,城镇教育资源变得紧张。因此,新时期义务教育学 校标准化建设要依法治教,与时俱进,特别关注新型城镇化、农村空心化带来的变化,确保义务教育学校标准化 建设的“内涵达标”,推动义务教育均衡发展。 |
英文摘要 | Improving school conditions is the core of school standardization projects. The 2010-2014 national compulsory school conditions data show that compulsory school standardization has achieved remarkable results and school conditions have improved dramatically. However,there remains a long way to go. The urban-rural gap and regional disparity are still evident in teaching equipment and fixed assets. Moreover,school standardization has failed to adapt to the now common student mobility,resulting from the process of urbanization and resulting in straining of resources in urban schools. Therefore,compulsory school standardization in the new era should adhere to rule by law and keep pace with the times,with particular attention to changes brought about by the new urbanization process,thus ensuring quality development of compulsory school standardization and promoting a balanced development of compulsory education. |
