中文摘要 | 高等教育人才流动因素分析有助于建立规范有序的高校人才管理体系,推动高端人才发挥潜能, 降低人事管理成本。基于中央组织、人事和教育主管部门联合实施的2013 年我国高校高端人才流动调查,本 文研究了影响高校人才流动决策和流动次数的原因。分析表明,家庭、个人等外部因素对人才流动影响力最 大,而追求更高学术能力和更好学术氛围,乃至薪酬待遇等处于相对较弱的地位; 学术平台、学科发展和学术氛 围还未成为人才优化配置的首要选择; 对人事部门态度的感知,以及对流动本身的认知直接影响到人才流动的 个人决策。 |
英文摘要 | Analyzing talent mobility helps standardize the system of human resources management,tap the full potential of top talent,and reduce the costs of personnel administration. Based on a survey of top talent mobility organized by the Ministry of Education in 2013,we studied the factors influencing the mobility decision and mobility frequency in colleges and universities. The empirical results suggest that family,individual,and other external factors have the strongest influence,while the pursuit of better academic capability and academic atmosphere or even higher salaries have less influence. The academic platform,development,and atmosphere are not given top priority in the current allocation of human resources. Rather,perception of the attitudes of the HR Office and the personal attitude towards mobility directly affect one’s mobility decision. |
