Faith Values and Character of Citizenship: Education for the New Generation

摘要世代交替是社會進步和國家發展的契機，而新世代的價值信仰及公民品德將是台灣能否永續進步與發展的關鍵。本文首先說明價值信仰及公民品德的意涵與性質，強調價值信仰是個人安身立命的憑藉，公民品德是社會和諧共榮的基礎，而價值信仰與公民品德兩者同為優良文化的元素，也是台灣精神之所繫。其次，分析新世代價值與品德教育的困境，包括：社會變遷、價值信仰鬆動，傳承斷續、公民品德式微，以及認同混淆、正當行為失據。第三，指出新世代價值與品德教育有三個主要課題，包括：建立明確的價值信仰，涵育民主的公民品德，以及深耕優良的文化素質。第四，提出新世代價值與品德教育的兩項基礎性對策：一是要建立價值與品德教育的願景；二是要尋求價值信仰與公民品德的社會共識。最後，本文呼籲新世代的價值與品德教育應成為國家教育的優先政策，教育部應考慮設置專案辦公室，進行新世代價值信仰及公民品德內涵之探討，以及相關課程與教學之研發與推廣。

Based on the belief that the quality of the new generation in Taiwan is the key to social progress and national development， so education for them should emphasize the cultivation of faith values and good character of citizenship. This paper thus intends to discuss the what， why， and how of value and character education for the new generation. First of all， the nature and contents of faith values and character of citizenship are examined， claiming that personal faith values is the source of selfidentity for individual life. In the same token， character of citizenship is the foundation of social harmony and prosperity. Second， undesirable variables and difficulties of value and character education are analyzed， including rapid social change， discontinuity between generations， and diffusion of identification caused by political ideology. Third， three issues are raised for educational policy and practice， including the establishment of social core values， the cultivation of democratic character of citizenship， and deep-rooted culture with good quality. Finally， two fundamental strategies are proposed for value and character education for the new generation， including building visions of value and character education， and establishing core values and characters to be shared by the whole society. It is expected that through effective education， faith in value and character of citizenship of the new generation will shape the beauty and uniqueness of Taiwanese culture and spirit.
