区域教育信息化发展路径研究———以广东省云浮市为例

The Study on Regional Plan for Information Technology in Education: the Case of Yunfu City from Guangdong Province

区域教育信息化发展是我国教育信息化系统发展的重要力量。本文采用问卷法、实地考察法、访 谈法等方法对广东省云浮市教育信息化发展的现状和问题进行了深入调研和分析，为云浮市政府制定《云浮市 “十三五”教育信息化发展规划》提供政策依据。借助SPSS软件和Nvwo软件，本研究分别从学校信息化环境建 设、教师拥有信息化设备及教学应用能力、教师信息技术培训需求、教师使用信息技术的态度和感受、教师对教 育信息化建设的需求和建议、教学点的总体情况等六个方面对调查问卷和访谈结果进行了分析和呈现。在此基 础上，本研究总结了六个方面的问题：学校硬件设备设施支持服务是首要问题;教师对信息技术态度积极，提升 信息技术能力需求迫切；资源平台建设是影响教育信息化发展的第三大问题;教学点的教育信息化水平相对较 低;教育信息化投入较少，缺少示范创新应用；治理体系有待优化，缺乏统筹协调和改革创新。由此，文章提炼出 区域教育信息化发展模型，并在此框架下提出四点政策建议：完善政府治理机制；加强学校信息化环境建设；提 升教师信息化教学能力；培养学生信息技术素养和创新能力。

Regional educational technology development is a necessary part of national education technology system. This study is based on a comprehensive investigation of Yunfu City regarding on its regional development situation and problems. The research methods combines both qualitative and quantitative one to obtain schools and teachers data. Using SPSS and Nvivo softwares， the paper presents results in terms of infrastructure and IT equipment， teaching resources ， the capability of teachers using IT to teach ， training needs inf aculty development， teachers perception of IT in teaching and their suggestions. The paper concludes with six major problems : the lack and outdated IT facilities are the primary barriers; teachers have positive attitude toward training but lack of adequate training opportunities; the lack of resources is the third barrier; the remote rural site of primary education need more grants and emphasis on sustainable development; the public expenditure of government on JCT in education is lower than other regional cities; the governance structure need change. Finally， the authors have made a model of regional development for JCT in education， based on which four policy suggestions are made: rebuilding a reasonable regional governance structure for effectively leading the implement and innovation of JCT in schools; strengthening construction of schools ' infrastructure and equipment; enhancing teachers capability in using IT to teach; educating students' information literacy and innovative thinking.
