随着新南非的建立，种族隔离制度的废除，“基要教育学”难以适应南非现实的变化 与发展。为了建设批判性的南非公民社会，为了摆脱西方的文化霸权，需要新的教育哲学。作为 “非洲教育哲学”倡导者和主要代表人之一菲利普•希格斯认为，非洲哲学可以为南非教育发展 提供一种新话语，并在传统非洲哲学文化的两个基本概念即“乌班图”和“社群主义”的基础上 建构了独特的非洲教育哲学思想。这对非洲教育思想的内生性发展具有重要的启发意义。

Fundamental Pedagogy is impossible to survive in post-apartheid South Africa， It is Necessary to establish new educational philosophy for critical civil society and anti-hegemony of western culture. As a major figure of African philosophy of education， Philip Higgs agues that African philosophy can provide a new educational discourse for South Africa. He constructs his unique African philosophy of education based on the key concepts of Ubutu and communalism which are common to traditional African culture. The African philosophy has the important implication for the endogenous development of African educational thoughts.
