The New Initiatives to Promote the Internationalization of Higher Education in Japan --Taking the “Top Global University Project” as an Example

14年日本政府推出了“顶级全球性大学计划”(Top Global University Project)，旨 在通过大学的全面改革，加速高鲁教育国际化的进程，提高日本高等教育的国际竞争力。该项 目在预期目标、成果指标、支持力度、实施规模、评审机制等方面都有劍新之处。本文通过对该 计划的出台背景、实施内容，以及入围该计划大学的未来十年发展规划的评析，探讨全球化背 景下日本高等教育的发展趋势。

In 2014， the Japanese government launched a Global Top University Project＂， aiming at a comprehensive reform of universities to accelerate the process of internationalization of Japan's higher education to enhance its international competitiveness. The project involves unprecedented efforts in target setting， achievement indicators， financial supporting， implementation scale and auditing mechanism. This paper discusses the development trend of Japan? s higher education in a global context by exploring the background of Global Top University Project＂， its implementation contents and the analysis of the 10-year development plan of finalist universities.
