对西方少数学者质疑孔子学院“学术自由”的驳论

Criticism on a few Western Scholars' Doubt on the Academic Freedom of Confucius Institutes

孔子学院是通过中外合作办学形式而创建的非营利性教育机构，旨在进行汉语文 化教育和交流，满足世界各国（地区）人民对汉语和中国文化学习的需要。根据双方合作协议， 中外合作方对孔子学院共治共享。近年来，美国、加拿大等国家单方面停办了个别合作的孔子 学院，西方少数学者和组织指责孔子学院违反了学术自由，这表现出他们对孔子学院的偏见。 孔子学院的教师和学生在不危害中国国家权益的前提下享有充分的教学自由和学习自由。孔 子学院要实现办学形式和筹资渠道的多元化，促进孔子学院可持续发展。

Confucius Institute， aiming at teaching Chinese language and promoting culture in foreign schools， communities and enterprises， is under the Office of Chinese Language Council International of the Chinese Ministry of Education， and established jointly by the Chinese and foreign universities. In recent years the United States， Canada and other countries unilaterally canceled the cooperation with Confucius Institutes， while several scholars and institutes accused Confucius Institutes of threatening academic freedom. According to the cooperation agreement， the both universities share governance of Confucius Institutes， so it doesn^t violate academic freedom of the foreign universities* The teachers and students in Confucius Institutes， sharing the fundamental premise of no endangering the interests of China， also enjoy the full freedom of teaching and learning. Reforming the financing and development mode of Confucius Institute， establishing the evaluation and withdrawal mechanism， is the way to the sustainable development of Confucius Institutes.
