台北市優質學校與香港傑出學校遴選計畫之比較分析與啟示

A Comparative Analysis of the Indicators of the Selection Plans of Taipei Quality Schools and Hong Kong Outstanding Schools and Its Implications

教育品質的重視已成為世界潮流。近年來在全球化、少子女化、教育改革以及世界重要教育發展趨勢的推波助瀾下，教育品質隱然成為影響學校競爭力的一項重要因素，如何提升學校教育品質與競爭力，成為學校教育改革的重大方針。台北市與香港同屬海峽兩岸城市，彼此間有著極深的歷史淵源，文化國情上極為相似。本文旨在透過台北市優質學校與香港傑出學校遴選計畫指標之比較，分析優質學校之教育品質內涵與實踐策略，作為建構優質學校政策之參考。研究發現，香港傑出學校遴選計劃強調「效能」的理念；而台北市優質學校遴選計畫則在強調「品質」、「精緻」與「卓越」等理念。雖然兩個城市的學校選拔計畫都是希望能引導學校提升其教育品質，然而在過程中礙於傳統學校教育的影響，學校選拔計畫之推動在未來仍有許多必須克服之挑戰。

Placing importance on the quality of education has become a global trend. In recent years， due to the globalization， low birth rate， education reform， and the major development trend of the world education， the quality of education has implicitly become a major factor that has impact on the school competitiveness. Thus， improving the school quality and competitiveness has become a major policy on the reform of school education. Both as the cities along the Taiwan Strait， Taipei and Hong Kong have an extremely deep historical origin and similar cultural conditions. By comparing the indicators of the selection plans of Taipei quality schools and Hong Kong outstanding schools， this study aimed to analyze the contents of the education quality and the practical policies of quality schools， hoping to serve as the reference for establishing the policies of quality schools. The finding shows that the Hong Kong Outstanding School Selection Scheme puts emphasis on the concept of “performance”; while the Taipei Quality School Selection Program places emphasis on the concepts of “quality”， “betterness” and “excellence”. Although both of the selection plans of these two cities aim to guide to improve the quality of education， some certain problems still exist in these two cities due to the deficiency of traditional school education. As a result， the selection plans of quality schools still have many challenges that need to be overcome.
