国际教育发展最新趋势研究 ———2012~2014 年度国际组织教育政策文本解读

Trends of International Education Development: Analysis of Education Reports of International Organizations in 2012~2014

国际组织作为全球教育变革的引领者，其教育政策随着时代的发展也在不断更新和 变化。通过分析联合国教科文组织、世界银行、经合组织、欧盟和联合国儿基会2012-2014 年间 的教育政策，笔者研究发现当今国际教育存在着五大趋势和特征：（1）关注21 世纪核心技能； （2）从教育系统层面关注教育质量；（3）强化全球教育合作；（4）重塑高等教育的世界格局；（5） 多方面保障全纳教育的实现。这些趋势和特征对我国当前的教育改革具有重要的指导意义。

As the leader of global education reform，international organizations have been updating their education policies with the development of the world. This research analyzes all influential reports issued by UNESCO， World Bank，OECD，European Union and UNCIEF from June 2012 to June 2014，and the research findings shows five important trends of international education：（1）focusing on 21st century skills；（2）focusing on the quality of education systems；（3）strengthening global education partnership；（4）rebuilding the world pattern of higher education and（5）advocating inclusive education. All these trends offer many inspirations for Chinese education reform.
